The USAID Indonesia Urban Water, Sanitation and Hygiene, Penyehatan Lingkungan Untuk Semua The USAID Indonesia Urban Water, Sanitation and Hygiene, Penyehatan Lingkungan Untuk Semua (IUWASH PLUS) program is a five-and-a-half-year initiative designed to assist the Government of Indonesia (GOI) in increasing access to water supply and sanitation services as well as improving key hygiene behaviors among urban poor and vulnerable populations. USAID IUWASH PLUS works with governmental agencies, the private sector, NGOs, communities and others to achieve the following “high level” results:

  1. An increase of 1,100,000 people in urban areas with access to improved water supply service quality, of which at least 500,000 are from the poorest 40% of the population (also referred to as the “Bottom 40%” or “B40”), vulnerable groups or Indonesia’s eastern provinces; and
  2. An increase of 500,000 people in urban areas with access to safely managed sanitation.

To ensure that improvements in access to WASH services are sustained, USAID IUWASH PLUS is guided by a development hypothesis that focuses on strengthening service delivery systems, so they can more effectively reach the poorest and most vulnerable segments of the population. In order to achieve this at scale, the program undertakes activities through four interrelated components, including: 1) improving household WASH services; 2) strengthening city WASH institutional performance; 3) strengthening the WASH financing environment; and 4) advancing national WASH advocacy, coordination and communication. In support of these components, USAID IUWASH PLUS also implements a Local Sustainability and Innovation Component (LSIC) that is designed to stimulate WASH innovations that strengthen community, private sector and government WASH service provision.



Activity Background

Existing conditions of onsite sanitation systems in all Indonesia in general is still poor, with most households using underground containers which are not waterproof septic tanks, resulting in substantial groundwater contamination. One of main reasons for this is the lack of understanding by people on the real condition of their “septic tank” and the resulting contamination. A sanitation survey conducted by IUWASH in 2015 in Medan (for 5,000 respondents), found that sludge from only 18% of households with (what they believe are proper) septic tank have ever been emptied. Extrapolated to the whole Medan it means that up to 500,000 families may have non-SNI septic tanks and are polluting the environment. The same situation can be found in other cities

In addition to the lack of awareness by the household owner, there is also little or no incentive for them to improve this (like  promotion campaigns, regulations describing mandatory construction of proper / waterproof septic tanks ) and also no experience by or example for PEMDA, local contractors, donors and/or households to properly assess current condition of their tanks and then assess the possibility (and cost) to improve their existing septic tanks in comparison with just constructing a new one (for which there is often not enough space or budget).

This SOW is the 4th stage of all LSIC stages, where at the previous stages, Technical Service Provider of LSIC USAID IUWASH PLUS already selected 67 locations to upgrading existing septic tank, built new septic tank and built shared septic system including site plan of specific location, also agreement were made with households to be connected. USAID IUWASH PLUS has conducted a study through a grant activity by GES to determine the upgrading options for existing septic tanks and also the construction of shared septic tanks, GES also made design and tested construction as prototype in 10 locations, learned about construction method, timeline and real costing. The result of these lessons learned during construction of the prototypes are used as basis for this SOW.




The Contractor will construct 13 unit upgrading existing septic tank, 25 unit new individual septic tank and 27 units Shared Septic System to serve 2 HH, 3 HH, 4 HH and 5 HH, for a total of 134 households served in selected area described below:

Activities to be conducted by vendor to achieve the objectives can be summarized as follows :

  • Re-measuring and checking the DED previously prepared by IUWASH PLUS for all 65 locations with 134 HH that will be used to upgrading septic tank existing, build new individual and shared septic tank
  • Construction work of septic tanks in 65 locations in accordance with the finalized DED, including the 134 house connections, namely:
  • 13 units upgrading for existing septic tank,
  • 25 units new individual septic tank,
  • 6 units of the Joint Septic System share 2 HH,
  • 7 units of the Joint Septic System share 3 HH,
  • 7 units of the Joint Septic System share 4 HH and
  • 7 units of the Joint Septic System share 5 HH.
  • Responsible for safe transportation and storage of all construction materials without disturbing the environment in which construction is carried out
  • Responsible for all safety measures at each construction site, during the entire construction period.
  • Must prepare all mitigation measures against the potential damage caused by construction such as risk of collapse at deep soil excavation.
  • Responsible for repairs, including putting the construction area back in the original condition after the construction of shared septic tank and piping networks is completed.
  • Updating report and notify IUWASH PLUS routinely about the progress and problems faced, including delays in construction due to unforeseen circumstances
  • For the work of the House Connection (pipe installation) of 134 HC to the septic tank system required:
  • Use the required pipe as described in DED.
  • Install all piping and accessories from each septic tank to each designated houses.
  • Excavate the pipe trench, lay the pipe properly in term of slope, cover it properly, and return it back to its previous condition.
  • Conduct a series of tests on the results of the execution of the work
  • Test of the durability of the construction new individual and shared septic tank
  • Test the water flow in installed pipe from closet to inlet, so that water flows from closet to septic tank smoothly
  • Test the water flow in septic tank from inlet to outlet of septic tank, so that septic tank is functional without leaking
  • If from the results of the test there are conditions that are not yet in line with the expected results (especially possible leakages in the tank, piping or connections), the vendor must make the repairs
  • Vendor should create as-build drawings from each built location



USAID IUWASH commitment:

To support the construction of the upgrading septic tanks, the IUWASH PLUS team has already conducted various activities, which is supporting this SoW as follows:

  • Drawing and Budgeting for 65 locations and 134 households
  • Training in O&M of users for each system.




  • Construction of 13 unit upgrading existing septic tank, 25 unit built new individual septic tank and 27 units Shared Septic System to 2 HH, 3 HH, 4 HH and 5 HH completed
  • Pipe installation for 134 House Connection completed
  • Full documentation of all construction activities and commissioning test
  • Final report of all activities
  • Proof of payment of participation in the BPJS program for Work Accident Insurance and Death Insurance for workers in this project activities

Reporting & Payment Schedule

Reporting schedules relate to the payment of vendor bills to IUWASH PLUS, while the progress of activities / reporting can be seen in the following table

Posting & Reporting Relationships

The program will be managed by the North Sumatera Regional Team, in collaboration with the National Sanitation Team. The local implementer (vendor) shall always report to the North Sumatera Urban Sanitation Specialist and Technical Services Provider regarding all activities to be undertaken. USAID IUWASH PLUS provide one local Technical Service provider as supervisor on site in Medan and Deli Serdang, to check and discuss progress and problems with vendor.


Estimated Budget

The funding for the implementation of this activity will be provided by IUWASH PLUS from the LSIC fund to the selected local implementer (vendor). The estimated budget for this activity is IDR 750 million. The budget covers all labor costs, management fee, construction of 13 unit upgrading septic tank existing, 25 unit built new individual septic tank and 27 units Shared Septic System to 2 HH, 3 HH, 4 HH and 5 HH, 134 house connections, effluent quality testing, laborers insurance, reporting and documentation.


Required Qualifications

IUWASH PLUS will seek a local implementer (vendor) to implement the above work of which must have the following qualification:

  • Valid qualified business license issued by the government. .
  • Basic Capability in physical construction works, at least equal to the tender value.
  • Good performance and is not listed in blacklist by any Government office
  • experience of at least 4 years in the construction field (demonstrated by attaching at least 3 different work experiences in this period)
  • Must have capacity to operate minimum 3 teams work simultaneously, with each team consisting at minimum of Head of worker, worker(s) and helper(s)
  • The personnel involved must be protected by insurance

The local implementer (vendor) shall propose the personnel/team compositions and qualifications based on the required tasks and deliverables stated in previous sections


Timeline of work plan

The construction estimate will start on July 2020 – February 2021


Selection of Local Implementer (vendor) and Evaluation Criteria.

The local implementer (vendor) will be selected based on Full & Open Competition. The potential local implementer (vendor) has to provide proposal which consist of Technical Proposal (background of the program, tasks to be conducted, methodology, time schedule), proposed personnel/team composition and associated CVs, and cost proposal. The Potential Local implementer (vendor) also has to provide and filling Environmental Review Form and Environmental Review Report (form provided by USAID IUWASH PLUS)

Proposed mechanism of the activity will be implemented through a Fixed-Price Subcontract.
