The USAID Indonesia Urban Water, Sanitation and Hygiene, Penyehatan Lingkungan Untuk Semua (IUWASH PLUS) program is a five-and-a-half-year initiative designed to assist the Government of Indonesia (GOI) in increasing access to water supply and sanitation services as well as improving key hygiene behaviors among urban poor and vulnerable populations. USAID IUWASH PLUS works with governmental agencies, the private sector, NGOs, communities and others to achieve the following “high level” results:
- An increase of 1,100,000 people in urban areas with access to improved water supply service quality, of which at least 500,000 are from the poorest 40% of the population (also referred to as the “Bottom 40%” or “B40”), vulnerable groups or Indonesia’s eastern provinces; and
- An increase of 500,000 people in urban areas with access to safely managed sanitation.
To ensure that improvements in access to WASH services are sustained, USAID IUWASH PLUS is guided by a development hypothesis that focuses on strengthening service delivery systems, so they can more effectively reach the poorest and most vulnerable segments of the population. In order to achieve this at scale, the program undertakes activities through four interrelated components:
1) improving household WASH services; 2) strengthening city WASH institutional performance;
3) strengthening the WASH financing environment; and 4) advancing national WASH advocacy, coordination and communication. In support of these, USAID IUWASH PLUS also implements a Local Sustainability and Innovation Component (LSIC) that is designed to stimulate WASH innovations that strengthen community, private sector and government WASH service provision.
One of the biggest obstacles in improving access to clean water/drinking water services is the degradation of raw water resources (especially ground water) that can be processed into clean water/ drinking water. The degradation of groundwater sources (quantity) are primarily caused by land conversion of the recharge area into so that it can no longer contain, absorb and infiltrate rainwater into (unconfined) aquifers, and secondly by increasing exploitation of groundwater as raw water for clean water production. This condition is exacerbated by the climate change impacts that have changed the rainfall pattern all across Indonesia, demonstrated by springs with decreased flow rates, even springs that have dried (dead) because of combination of the above conditions.
To understand and overcome the problems and conditions of limited or decreased water flow and quality, the USAID IUWASH PLUS program since 2017 established the KKMA-RA (Spring Vulnerability Assessment and Action Plan) program. The purpose of the KKMA-RA program is to develop strategy and action plans, which guarantee the availability and continuity of adequate and quantity supply of raw water.
The KKMA-RA consists of seven stages of activity, starting from the study/ capacity building, recommendations and implementation of recommendations. One of KKMA-RA recommendations to guarantee the discharge, quality, continuity and affordability of raw water is to build infiltration wells in the spring water catchment area that serves to hold and absorb rainwater into groundwater that will become raw water. Therefore, it will increase the groundwater resources (spring flow) and improve the quality.
Earlier constructed infiltration pond have shown very good results for increasing the groundwater and spring resources, demonstrated by increasing spring discharge at IUWASH PLUS and (previously) IUWASH PLUS program site locations.
Development of infiltration ponds is an effectively way to reduce decreasing groundwater and scarcity of groundwater resources, as long as all concerned parties (local and national level) implement the construction of the infiltration pond program as large scale. Eventually, it is expected that the development of infiltration ponds will become a national program and policy to overcome the raw water/ water scarcity and increase the service guarantee and access of clean water / drinking water for the people of Indonesia.
The need for infiltration pond pilot construction is as part of training and capacity building for KKMA-RA PEMDA and PDAM teams to replicate KKMA-RA and its implementation.
The pilot infiltration ponds will be place for each the KKMARA site locations in North Sumatera such as : Sibolangit complex for Kota Medan and Nagahuta spring complex for Kota Pematangsiantar. For each site location will be construct 15 (fifteen) infiltration ponds, with the budget coming from the IUWASH PLUS National program, with total 30 infiltration ponds.
Building infiltration ponds is not just physical work, but also includes creating commitment of PEMDA, Village officials, Private Sector and the Community itself, not only for the construction of infiltration ponds, but also subsequent maintenance and further replication in all villages in the recharge area. Infiltration wells build in large amounts can have a significant impact if they fulfill the following criteria:
- Commitment and participation of all parties from the government, private sector and community, so that infiltration ponds become one of the priority programs in the local government and community.
- Strong budgeting both from the APBD, CSR, and the community
- The level of community awareness and understanding of the importance of infiltration ponds in the implementation of KKMA-RA.
- Maintain the sustainability of recharge wells by carrying out good and continuous maintenance.
Therefore, the Implementation of KKMA-RA Program through Capacity Building and Construction of Infiltration Ponds to Local Government of North Sumatera will encourage all four of the above.
The objectives of this program are to:
- Build understanding of Local Government and other relevant stakeholders on the importance of water recharge initiative through infiltration ponds in addressing water resources issues, including to ensure various aspects that have to be considered in implementing the initiative.
- Build capacity of stakeholders in mastering groundwater conservation techniques by constructing 30 infiltration pond by the KKMA-RA team and other communities in 2 districts where KKMA-RA is located.
- Encourage commitment and participation of all parties from the government, private sector and community, so that infiltration ponds become one of the priority programs in the regional government and the community.
- Encourage a strong budgeting from the APBD, CSR, and the community
- Increasing the ability and expertise of the KKMA-RA team and the community in maintaining and monitoring the function of infiltration pond.
This activities will contribute to the following IUWASH PLUS outcomes:

The 2 KKMA-RA locations selected for this Program are divided over the 2 location. The locations in the table below:

The main tasks of service provider that will be recruited under a Fixed Grant are as follows:
A. Task 1: Preparation
- Mobilize project team, prepare workplan and discuss/ agree with IUWASH-PLUS team and other Institution regarding mechanisms, scope, schedules and methodology, etc.
B. Task 2: Preliminary Activity
- Initial meeting to build understanding of local government on the importance of water recharge initiative
- Program socialization to related stakeholders.
- Identification of Infiltration ponds location.
- Communication and agreement with the land owner for the planned infiltration location.
C. Task 3: Capacity Building/ Training Activity
- Training of Concept of infiltration ponds
- Training of Technique of determination of point and design of Infiltration ponds
- Training of Development of infiltration ponds
- Training of Operations and maintenance of infiltration ponds
D. Task 4: Development of Infiltration ponds Pilot Project
- Agree on the location of the 30 infiltration ponds
- Agree on design, infiltration pond costs
- Construction of 30 infiltration pond
- Monitoring the progress of infiltration pond construction activities
- Maintain the sustainability of infiltrations ponds by carrying out good and continuous maintenance
E. Task 5: Develop commitment and sustainability of infiltration ponds
- FGD lesson learn of infiltration pond development and benefits with multi-stakeholder (Local Government, Private, Community Leader)
- FGD draft Local Regulation (Peraturan Desa) on Infiltration ponds
- Workshop dissemination, replication and sustainability of infiltration ponds program
- Involve local media to support the advocacy to replicate the KKMA-RA study and water recharge initiative by the regional government/ OPD/ SKPD and other stakeholders
TIMING AND ACTIVITY SCHEDULE
The duration of the whole program is around 5 months, which can roughly be divided as follows: Task 1: 0.5 month; Task 2: 0.5 month; Tasks 3: 1 months; Task 4: 2 months; Task 5: 1 months. Each bidder is expected to provide a detailed (monthly) activity and staffing plan in their technical proposal.

QUALIFICATION OF THE SERVICE PROVIDER
All of the above objectives will be achieved through a grant to organizations that ideally have experience in community-development program. USAID IUWASH PLUS will look for grantee to implement the above work with following qualifications / experience:
- Has experienced in community development program, on water recharge initiative will be an advantage, and also working with local governments
- Has experienced in construction, including construction supervision and subsequent maintenance.
To carry out the Implementation of KKMA-RA Program through Capacity Building and Construction of Infiltration Ponds to Local Government of North Sumatera as explained in the 5 tasks above, the institution must propose the composition and qualifications of personnel/teams based as follows:
- Coordinator – educational background in Civil Engineering/Environmental Engineering (minimum 8 years’ experience). Coordinator also acts as a facilitator.
- Local Facilitator that have community development expertise (minimum 8 years’ experience)
The budget allocation provided by USAID IUWASH PLUS is around IDR 208,061,323. This budget includes at least following below:
- All cost for project expert team, include remuneration, travel, accommodation, per diem when required
- The cost of building 30 units of infiltration ponds
- Socialization meetings, trainings, FGD/ workshops and report costs
- Data Collection and Reporting
Pilot infiltration well construction, to achieve:
- The construction of 15 infiltration ponds pilot units in each district for 2 KKMA-RA locations.
- Plans/ commitments for Replication of infiltration ponds development in all KKMA-RA study locations by local government and other stakeholders for each city or district through budgeting of APBD, CSR, and Villages (Initial Perdes/ Peraturan Desa).
- 30 people from Local Government, Private Sector, and Community are trained to plan, build and maintain infiltration ponds.
For this Implementation of KKMA-RA Program through Capacity Building and Construction of Infiltration Ponds to Local Government of North Sumatera, regular reports will be produced during the 5 month duration of the program. Progress payments are depending on the timely delivery of the requested report, as can be seen in the schedule below:

Proposed mechanism of the activity will be implemented through PO.
The Service Provider will be selected based on tender result and using full and open competition. Candidates for service provider must provide a proposal which consists of a Technical Proposal (background of the program, tasks to be conducted, methodology, schedule & CVs) and Cost Proposal.
The proposal will be evaluated based on:
- Methodology : 30 point
- Qualification of personnel : 40 point
- Company experience in similar activity : 30 point
INITIAL ENVIRONMENTAL EXAMINATION (IEE)
The regulation of REG 22. 216, as regulated under the Initial Environmental Examination (IEE) Asia 15-061 dated on December 1, 2014, and IEE amendment #1 for Essential Service (Asia 19-018), all sub-projects (grants, subcontracts, localized actions with implementing partners) must be screened for environmental risk using Environmental Review Form (ERF) to obtain clearance from USAID.
